MBOUMBA Rachel Spouse IBINGA KOULA
Madam Rachel IBINGA KOULA, is registered midwife, Master's degree in public health, part-time teacher.
She is a multi-faceted health worker and mother family with a professional experience of nearly 30 years.
She has worked with Governmental, national and international NGO including the UN having served in consulting or residential roles with over 10 African francophones countries and with a global exposure to 15 countries overall (10 in Africa).
She is a product of Sibang primary School-Libreville (1979); Lycée Léon Mba High (1988) -Libreville; Faculté de Médecine de Libreville(1991); University of Bourgogne-Dijon(2014).
Now she is Ph.D. student in the second year of Educational Science
AREA OF EXPERTISE :
• initial and continuing education in Midwifery Science, Training and Research ;
• Advocacy for strengthening of midwifery in the fields of education, regulation, development of associations and the establishment of an enabling environment.
• Management of projects/programmes for capacity building in midwifery, maternal, child, adolescent, youth health and disease control
She is the Président of the National Coordinating Mechanism of the fight against HIV, Tuberculosis and Malaria since 2019. She is the Président of Gabonese midwives Council since July 2021.
she is member of the National Ethics Committee since marsh 2023.
